The LOR plays an important role for an overseas applicant because it verifies the claim & provides the admissions committee an opportunity to learn more about the applicant as they do not often have the chance to have a face-to-face interview with the applicant.
2-3 LORs are required & it should be on the referee's / organization's letterhead with the respective stamp & signature at the bottom.
The Referee should know the applicant either in an academic or a professional capacity.
LOR may be obtained from:

The LOR should contain a realistic assessment of the applicant's intellectual capacity & should substantiate the motivation for the course applied for.
Supervisor / Employer- He should be a person who has been monitoring one's working capacity, performance, duties & deadlines while on job.
